All partners suggested to you are people who have logged into PARSHIP recently. Some of the people suggested to you are not necessarily Premium Members: they might be people who are 'seeing what's out there' on PARSHIP before they make the decision to buy a subscription. Likewise, if you send a contact request to someone who is not a Premium Member, it could well encourage them to become a subscriber, so that they can respond to you.
